A consequence of inflation is usually development and monetary circulation, since money loses its value day by day and people spend it exchanging it for the goods they can get. See deflation.
It is understood in context, since it is necessary to know what means you are talking about (economic, cultural, communication, . . . ) ; and of course it is not a locution. See without (preposition), medium ("action or resource to achieve an end"), "environment, environment, group", . . . ) .
