I think that you can only give the person who is the owner of what the grants, legally some lawyers confused awarded delegate and this is an aberration. Only the grantor may grant and the President may grant power but to represent it to the, but not his principal. IE cannot delegate the representation granted to the unless so expresses it the principal.
