In the usual use, at least in my usual language, I put tilde to that. It is that this job to which I refer is intended to point out that it has run out of words to answer : "what to say" , it has nothing to say. Like "no way to talk," he doesn't have anything to talk about; I declare that this I have found in the third meaning of this word, in the dictionary of the RAE. Without the tilde, I would place it in a different action in which "you don't have to say" I would be assuming that you don't need to say it, which is already known.
