It is an ingenious neologism that would mean "scandal or very big bull, situation with a very serious problem". And the origin is in the word quilombo or kilombo, which in joking form is assumed with the prefix kilo- ("per thousand") and is changed to mega- ("per million"), implying that it is even larger.
