Hello Marfida, this speech is well known in Spain and means when someone is going to do something regardless of obstacles or impediments that you will find along the road, because this so motivated @ in your attitude that nothing is going to stop doing so. There are many expressions similar as for example "whatever it takes" and some a little more bad dreamer "by my balls".
