guerra sin cuartel
  31

It is an expression that means war without quarter or fight to the death and that, figuratively, is frequently used in political life. Its origin is in the Convention III, adopted by the Peace Conference of the Hague in 1907, which encodes a set of rules for the war actions in order to prevent the unnecessary violence and limit the cruel or destructive effects of it. Of rules containing this international instrument is not to kill combatants wounded or ill, therefore unable to fight, or who give up and delivered weapons. These are no longer active elements of war and should be welcomed and receive humanitarian protection in the barracks enemies. This referred to the phrase give headquarters. Such are the universally accepted rules of war. A Canadian military court sentenced to death in 1945 Kurt Meyer, Commander of a German Regiment during the second world war, for having incited his troops to deny quarter to Allied soldiers, although after his sentence was commuted to imprisonment. When the policy States that the fight will be all-out, that means that it will go in it until the ultimate consequences, to the political settlement of the adversary, even if it surrenders or ask for truce.
