scarce is incorrectly written and should write is as "little" being its meaning:
Poor and scarce means when he has little of something, or means that the amount available to perform some action is clearly insufficient. I imagine that the surfer who has searched the word scarce wanted to actually find little. This is a very common mistake in Latin American countries, that merges with the s z writing.
