Derogatory. Flattering person, out of interest or simply by character. It is also used in plural. Used in Venezuela. The origin is apparently in the former prisons in which the inmates were chained to a ball, fixed by a shackle to an ankle. Those who could afford it paid another convict to help him load and move the heavy object.
