In slang the entire phrase is "Be in Pampa and la Via". The origin lies in the old national Racecourse (a site now occupied by the club River Plate Stadium) had a bus service free until the neighborhood of Belgrano, in the stop of the Pampa Street with the railway, and at that intersection down the burreros that has all lost bian. It means being bankrupt, no money.
