In slang the entire phrase is "Be in Pampa and la Via". The origin lies in the old national Racecourse (a site now occupied by the club River Plate Stadium) had a bus service free until the neighborhood of Belgrano, in the stop of the Pampa Street with the railway, and at that intersection down the burreros that has all lost bian.
