According to the Bible, the neighbor is every human being, i.e. our similar, a neighbor friend, etc. In fact, in some biblical passages are phrases " our neighbor " " 34 Arish; " my neighbor ". For example, in Luke 10, 25-37 Jesus tells his disciples: " You shall love the Lord your God with all your heart, with all your soul, with all your strength and with all your mind; and your neighbor as yourself ".
